Clearly the person who wrote this has no idea about Architecture... Dubai may be perceived as modern by your average Joe, but its scrapers are only renowned for their height, not their design. I think the only noteworthy scraper in Dubai is the Burj Al Arab. As for the American cities listed, maybe America used to be the best at Skyscrapers but not anymore. The only great buildings recently constructed seem to be the Hertz tower and WTC 2&3 under construction (ie, all the ones designed by foreigners.)

You overlooked all the architecture heritage of South America, specially cities like Caracas, Brasilia, Río de Janeiro, and Buenos Aires.
